Barry is a Councillor on Leeds City Council, elected in 1999. Barry is the chair of Corporate Scrutiny at the West Yorkshire Combined Authority and a member of the Environment Housing & Communities Board on Leeds City Council.
He is also Shadow Spokesman for Housing and Climate Change and a member of two planning committees and a member of the Development Plan Panel. He also holds the following roles: Housing Advisory Board Member, Shadow Chair of the Climate Change Advisory Board Member, Environmental & Community Safety Spokesman for Outer North West Leeds, Leeds Kirkgate Market Board Member, and Neighbourhood Improvements Board Member.
Barry is also a LGA Peer and has undertaken a number of Peer Reviews and other roles for various sized Councils including providing training and support on effective scrutiny.
