Independent local government finance commission

Minutes:

The LGA and CIPFA have established an Independent Commission on Local Government Finance tasked with making recommendations for the reform of local government finance and finding better ways to fund local services and promote economic growth in England. In advance of the imminent interim report (based on analysis of the Commission’s call for written evidence) Members were asked to consider any issues that the Board may wish to discuss further with the Finance Commission or any issues they may want to commission more analysis directly, in light of their broader discussion on devolution.

 

 

Members noted the work of the Independent Commission on Local Government Finance and made the following suggestions:

 

·         That a hierarchy for devolution be developed (e.g. Skills – very easy, fiscal – very difficult)

·         That some assessment is made of the relationship between rural and city regions

·         That some evaluation is made of the de-centralisation of Welfare and social care

·         Explore the client group involved in the transfer from national level funders to local funders

 

ACTION:         Officers to raise with the Finance Commission and/or consider in shaping the devolution debate.
