Minutes:
RebeccaCox,PrincipalPolicy Advisor,introduced the report.Sheadvised the boardthat the LGA hadcommissionedProfessorRobin Hambletonto lookatdifferent models ofexecutive governance. She requested that members givefeedback, particularlyon thecriteriaforassessing alternative models in section9.
Inthediscussionwhich followed,membersraisedthefollowingpoints:
· Referring to section1.1 and 1.2, memberscommentedthat devolution dealshad so far followeda set approach in termsof governance. Despitethis, membersagreedthatitwas important the reportillustratedalternative methods.
· Referring to point9.1 onwards,membersdrewattentiontothe potential complexityof weightingin votingarrangements in governancestructures anddifferent councils’ abilities to be representedwithin this.
· It was emphasisedthat an attractive element of devolution had been the potential to address different prioritiesin each areaand provide thedifferentstyles of governance needed in each.It was nota one sizefitsallmatter.
