IPPR research: Devolution, Local Government and Gender Representation

Minutes:

Claire Hogan, Senior Adviser, introduced the item. She advised members that the LGA had been approached by the IPPR to support research work into gender representation in local government as the devolution agenda progressed. She asked members to note the recommendations in paragraph nine. Members were also asked to provide relevant examples.

 

The following points were made:

 

·         The importance of the research and final report focussing on practical recommendations was stressed. Board members highlighted that there is already a significant amount of research on this topic and they would like to see emphasis placed on solutions and what works.

 

·         The importance of positive female role models and importance of role of schools/education was referenced.

 

·         It was acknowledged that the key to achieving gender balance often lay within the approval and selection process within political parties. There was a brief discussion on the use of all women short lists. It was suggested that IPPR should consider asking political parties about their process for selecting candidates.

 

·         It was emphasised that female role models were important and that changing mind sets on standing for election at a young age was key. Education and self-esteem would encourage women to stand.

 

·         As the electorate had the ultimate say in elections, it was not always within politicians’ power to help women to be elected.

 

·         It was felt that the workload involved in being elected may discourage many women from standing (or standing for re-election) with the process and time involved in electioneering highlighted as a particular challenge for reflection. 

 

·         It was suggested that the Welsh and Scottish devolved administrations should be added to the list for desk research.

 

Decision:

 

1.          The board noted the update.

 

2.          Members agreed to support the research with a number of caveats.

 

Action:

 

1.       Officers to take forward work with the caveats discussed in mind.
