David represents the ward of Windle in St Helens and since May 2019 has been the Leader of St Helens Borough Council, leading the council through a period of transformation and ongoing improvement.

Among other appointments, David is the Chair of the cross-party North West Regional Leaders Board. He is also the Liverpool City Region portfolio holder for Climate Emergency and Renewable Energy and he has represented the Combined Authority at events including COP26 in Glasgow and the National Climate Change Conference.

David is passionate about tackling the causes and effects of poverty; pursuing the opportunities for clean and inclusive growth whilst tackling climate change; and the value of education, in particular the importance of raising aspiration and achievement from a child’s early years onwards.

He is a proud Sintelliner. A lifelong St Helens RFC fan, he is also a big supporter of community sports clubs and organisations and the vital role they play in our communities. As Leader he has driven the development of the Council’s #StHelensTogether approach, a collaborative ethos which aims to enable and support residents, businesses and community groups to work together and deliver for the good of the whole borough.

David believes that St Helens borough already has a great deal to offer and has the potential for an extremely bright future.
