Carolyn Downs provided an overview of the progress in setting up the commission and its activities to date.  The terms of reference and the call for evidence were briefly discussed.  The Commission was formerly launched on the 27^th May and seeks to offer a more radical set of proposals for improvement.  It will produce an interim report at the LGA conference in July with a full report expected in October 2014
