The Chairman welcomed Members, officers, and guests to the meeting.
Apologies had been received from Cllrs Doina Cornell, Eddie Reeves, and Marc Bayliss. Cllrs Barry Wood, Colin Davie and Geoff Knight attended as substitutes.
No declarations of interest had been received.
