Cllr Leese welcomed members to the meeting. Apologies were noted from the following members:

Cllr Robert Light from Kirklees Council substituted for Marco Cereste. Mayor Sir Steve Bullock acted as substitute for the Labour group. Alderman Sir David Wootton from the City of London Corporation acted as substitute for Mayor George Ferguson.
