The Chairman welcomed members to the meeting and explained that it was taking place as a trial hybrid in-person / online session.
Apologies were received from Cllr Andrew Western, Cllr Asma Begum, Cllr Alan Connett, Cllr Alice Perry, Cllr Sir Stephen Houghton and Lord Gary Porter.
