Cllr Russ Bowden was elected to Warrington Council in 2010 and has been Leader of the Council since 2018. Prior to becoming Leader, he held the Finance Portfolio and led the introduction of a 4-year Outcome Based Budget and a policy-driven investment programme that delivers additional income to underpin vital frontline services. He is proud to lead a council that is recognised for the innovation and partnerships that ensure good outcomes for residents and unlock the potential of communities.

Russ is a board member of the Cheshire & Warrington LEP and is passionate about the role that local government can play in meeting key national & global challenges such as the climate emergency. He has overseen the council’s move to 100% green electricity from its own solar farms and procuring electric buses for its municipal bus company, putting the council at the centre of cleaner, greener and inclusive growth. Russ believes that Warrington’s strong and vibrant economy, regenerated town centre and excellent schools & colleges make it a great place to live, work and do business.
